RESOLUTION FOR APPROVAL OF
ADVENTIST BOLINGBROOK HOSPITAL
WHEREAS, the Village of Lemont and surrounding communities have the largest
population in the State of Illinois that does not have a hospital; and
WHEREAS, the Adventist Health System filed a Certificate of Need Application in 1977
to construct a new hospital in the area which was denied by the Health Facilities Planning Board;
and
WHEREAS, the Health Facilities Planning Board advised Adventist to provide emergency
out - patient services and attract physicians to the community; and
WHEREAS, in 1981 Adventist constructed a free - standing emergency center on the site and
built a medical office building for physicians; and
WHEREAS, Adventist appealed said denial to the Illinois courts and in 1987 the Appellate
Court reversed the Planning Board, but the facilities could no longer be built for the construction cost
in the application; and
WHEREAS, the Adventist Bolingbrook Hospital will save $28 million in construction costs
over competing applications, thus meeting the mission of the Planning Board to control health costs
for the citizens of Illinois; and
WHEREAS, the Planning Board voted an Intent to Deny the application at its June 16, 2004
meeting; and
WHEREAS, the Governor of Illinois has placed a moratorium on the activities of the Illinois
Health Facilities Planning Board during the process of appointing five new members to the Board
as specified in Public Act 93 -889; and
WHEREAS, the citizens of the Village of Lemont and surrounding communities have been
deprived of the same access to hospital care afforded the balance of the State of Illinois.
NOW, THEREFORE, the Village of Lemont calls for the speedy approval of the Adventist
Bolingbrook Hospital and further calls on our elected officials to support this worthy objective and
that copies of this Resolution be forwarded to the Governor, our State Senator, State Representative,
the County Executives and our County Board members.

THE VILLAGE OF LEMONT, COOK, WILL AND DU PAGE COUNTIES, ILLINOIS, on
this 25th day of October , 2004.
