Minutes VB 6-14-2010MINUTES VILLAGE BOARD MEETING June 14, 2010 Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. IV. MAYOR'S REPORT Mayor Reaves reported that 3500 vehicle sticker reminders were mailed out. Information from the Secretary of State's registration database indicates that many Lemont vehicles are non - compliant with the ordinance. Mayor reported that the state legislature has presented a 6 -month budget to the governor. The state is now 6 months behind in payments to the Village amounting to about $750,000. Mayor announced that Ryan Kwasneski was the recipient of the Mayoral Endowment Scholarship from Lemont High School this year. Clerk Smollen was awarded the designation of Certified Municipal Clerk from the International Institute of Municipal Clerks after completing all educational and experience requirements and documenting significant contributions to community and state. Mayor Reaves distributed $25,000 proceeds from the Mayor's Drive for Charity to 35 charities and community groups. AUDIENCE PARTICIPATION - AGENDA ITEMS V. CLERK'S REPORT Clerk Smollen was a delegate to the 64 ' International Institute of Municipal Clerks. Professors were from Arizona and Nevada State. It's very educational to meet with Clerks from other countries and states to share information. The Village Board meeting calendar for June 2010 through May 2011 was presented. Motion by Chialdikas, seconded by Miklos to adopt the 2010- 2011 calendar as presented. Voice vote: 6 ayes. Motion passed. ORDINANCES Ordinance 0 -36 -10 - Ordinance Approving Special Use for Outdoor Storage at 10990 S. Archer Avenue (Ratkovich). (RC) Motion by Sniegowski, seconded by Chialdikas, to adopt said ordinance. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. Ordinance 0-37-10 -Ordinance Approving Variation for Garage Height at 1100 Hermes Street. Mayor Reaves called for a motion to table the ordinance. Motion by Blatzer, seconded by Stapleton, to table said ordinance. Voice vote: 6 ayes. Motion passed. Ordinance 0-38-10 -Ordinance Approving Side Yard Variations for Lots 10, 13, and 16 in Woodglen Subdivision. Motion by Stapleton, seconded by Sniegowski, to adopt said ordinance. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. Ordinance 0-39-10 -Ordinance Extending PUD Approval for Walus Woods Subdivision. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. VI. VILLAGE ATTORNEY REPORT VII. VILLAGE ADMINISTRATOR REPORT VIII. BOARD REPORTS Sniegowski Finance. Trustee Sniegowski reported that a sales tax payment of $141,000 was received for the month of June, which is less than the same month in 2008, but an increase from the amount reported for June of 2009. IX. STAFF REPORTS Public Works Director Ralph Pukula reported that water bills will now be sent to residents enclosed in envelopes. It will be a one-page bill with all information on one side. Police The Police Chief reported 13 instances of graffiti in the Village. It will be removed this week by Chicago Graffiti Busters. X. NEW BUSINESS Rose Stott and Dierdre Pawell submitted letters of resignation from the Festival Committee. XI. UNFINISHED BUSINESS Following the Executive Session, the Board returned to the regular meeting. The retaining wall at Bella Strada is collapsing. The Village can replace it with a structural wall or a limestone wall at an additional $10,000. The developer will pay for the structural wall replacement. At the end of the second quarter, Village expenditures are tracking over budget. The Village needs to make some changes to take care of this and future deficits. The Houston Street well is very rusty and may need repairs at any time. XII. EXECUTIVE SESSION Motion by Blatzer, seconded by Chialdikas, to move into Executive Session for the purpose of discussing personnel. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. XIII. ACTION ON CLOSED SESSION ITEMS There being no further business, a motion was made by Blatzer, seconded by Stapleton, to adjourn the meeting at 8:55 p.m. Voice vote: 6 ayes.
