Minutes VB 5-11-2009MINUTES VILLAGE BOARD MEETING May 11, 2009 The regular meeting of the Lemont Village Board was held on Monday, May 11, 2009 at 7:00 p.m., President John Piazza presiding. Roll call: Blatzer, Coules, Miklos, Reaves, Stapleton, Virgilio; present. III. MAYOR' S REPORT Trustee Coules thanked the community for the opportunity to serve as Trustee for the past 8 years. Mayor Piazza gave parting comments to the Board and to the residents of Lemont. Mayor Piazza presented employee service awards: Jean Nona, 25 years; Sgt. Jerrold Lehmacher, 20 years; Officer Ed Oria, 10 years; William Peters, 10 years; Timothy Wagner, 5 years. Motion by Blatzer, seconded by Coules, to approve a Proclamation for the retirement of James Dorris. Voice vote: 6 ayes. Motion passed. Mayor Piazza administered the Oath of Office to Village Clerk Charlene Smollen. Clerk Smollen accepted a Letter of Resignation from Trustee Brian Reaves, and then administered the Oath of Office to Mayor Brian Reaves. The Clerk administered the Oath of Office to Trustees Paul Chialdikas, Clifford Miklos and Jeanette Virgilio. Mayor Reaves accepted the gavel from Mayor Piazza and continued the meeting. IV. CONSENT AGENDA Motion by Blatzer, seconded by Miklos, to approve the following items on the consent agenda. A. Approval of Minutes B. Approval of Disbursements C. Resolution R-28-09 -Resolution Approving Plat of Abrogation for Covington Knolls, Phase I. Roll call: Blatzer, Chialdikas, Miklos, Stapleton, Virgilio; ayes. Motion passed. V. MAYOR'S REPORT Motion by Blatzer, seconded by Chialdikas, to approve a Proclamation honoring John Piazza. Voice vote: 5 ayes. Motion passed. Motion by Blatzer, seconded by Virgilio, to approve a Proclamation honoring Peter Coules. Voice vote: 5 ayes. Motion passed. Motion by Blatzer, seconded by Chialdikas, to approve a Proclamation declaring May 17 - 23 Public Works Week. Voice vote: 5 ayes. Motion passed. Mayor Reaves appointed Rick Sniegowski to fill the vacated Trustee seat. Motion by Blatzer, seconded by Miklos, to approve the appointment. Voice vote: 5 ayes. Motion passed. Mayor Reaves announced the appointment of the following Village Board Committee Chairs: Blatzer, Public Works; Chialdikas, Economic Development; Miklos, Public Safety; Sniegowski, Finance; Stapleton, Community Development; Virgilio, Downtown Development. Motion by Blatzer, seconded by Miklos, to approve the appointments. Voice vote: 5 ayes. Motion passed. Diane Banta of the National Park Service gave a presentation on the Cal-Sag Trail and dedication ceremony on National Trails Day, June 6. Ben Wehmeier gave a report on road repair projects for this construction season. AUDIENCE PARTICIPATION -AGENDA ITEMS. VI. CLERK'S REPORT Clerk Smollen attended the Will County Lobby Day in Springfield on April 26 with Mayor-elect Reaves, Trustee Stapleton, and Assistant Village Administrator George Schafer. The group had appointments with Senators Christine Radogno and Kirk Dillard. Clerk Smollen attended the South & West Municipal Clerks Association meeting in Bridgeview on May 7. ORDINANCES Ordinances 0-39-09 Ordinance Annexing 22 Acres of Property in Heritage Quarries Recreation Area (Lemont Township Open Space). Motion by Blatzer, seconded by Virgilio, to adopt said ordinance. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed. RESOLUTIONS Resolution R-29-09 -Resolution Authorizing Application for Preserve America Grant. Motion by Miklos, seconded by Stapleton, to adopt said resolution. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed. Resolution R-30-09 -Resolution Approving Plat of Consolidation for Lots 2 and 3 in Victorian Estates Subdivision. Motion by Virgilio, seconded by Miklos, to adopt said resolution Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed. Resolution R-31-09 -Resolution Approving Electric Facilities Service Agreement with ComEd for Main Street utility Extension (SSA #1). Motion by Miklos, seconded by Chialdikas, to adopt said resolution. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed. Resolution R-32-09 -Resolution of Support -Illinois Capital Infrastructure Program. Motion by Blatzer, seconded by Chialdikas, to adopt said resolution. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed. VII. VILLAGE ATTORNEY REPORT VIII. VILLAGE ADMINISTRATOR REPORT Gary Holmes reported that the administrative staff is tracking state-shared revenues to make sure Lemont receives its full share of funding, including 10% of the income tax increase if approved. There are 4 or 5 additional bills that impact the Village which will be tracked until the end of this legislative session. IX. BOARD REPORTS Miklos Public Safety. Trustee Miklos reported that the official ribbon cutting was held on Friday, May 8 for the new Police Station. They will officially be moving in on Saturday, May 16. X. STAFF REPORTS Police Chief Shaughnessy thanked the Board for the new state of the art Police facility on 127`" On May 22, the Police Department will sponsor Cops on Top at Dunkin' Donuts on Derby Road from 5:30 a.m. to 10:30 a.m. to raise money for Special Olympics. XI. UNFINISHED BUSINESS Mayor Reaves thanked Trustee Virgilio for all her work with the Quarryman Challenge. She in turn thanked the L.E.M.A. workers and all volunteers, including Pancake Cafe and Citgo for their sponsorship of the event. XII. NEW BUSINESS XII. EXECUTIVE SESSION Motion by Blatzer, seconded by Stapleton, to move into Executive Session for the purpose of discussing personnel. Voice vote: 6 ayes. Motion passed. XIII. ACTION ON CLOSED SESSION ITEMS XIV. ADJOURNMENT There being no further business, a motion was made by Blatzer, seconded by Miklos, to adjourn the meeting at 8:52 p.m. Voice vote: 6 ayes.
