Minutes VB 11-23-2009MINUTES VILLAGE BOARD MEETING November 23, 2009 The regular meeting of the Lemont Village Board was held on Monday, November 23, 2009 at 7:00 p.m., President Brian Reaves presiding. Roll call: Blatzer Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; present. III. CONSENT AGENDA Motion by Miklos, seconded by Stapleton, to approve the following items on the consent agenda by omnibus vote: A. Approval of Minutes B. Approval of Disbursements Roll call: Stapleton, Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski; ayes. Motion passed. IV. MAYOR'S REPORT Mayor Reaves reported that construction season is finally over in Lemont. Several major resurfacing projects were concluded successfully. The Village's new web site is up and functioning. Residents should ftnd it easier to use and navigate. Mayor Reaves reported that he accompanied Police officers Joe Buczyna and Michael Panush on the 6:00 p.m. to 6:00 a.m. shift last Saturday. Motion by Blatzer, seconded by Chialdikas, to approve a Proclamation of Congratulations for Michael Galati, recipient of the Studs Terkel Humanities Award. Voice vote: 6 ayes. Motion passed. Motion by Stapleton, seconded by Chialdikas, to approve a Proclamation declaring the month of December as Impaired Driving Prevention month. Voice vote: 6 ayes. Motion passed. AUDIENCE PARTICII'ATION -AGENDA ITEMS VI. CLERK'S REPORT ORDINANCES Ordinance 0-70-00 -Ordinance Amending the Unified Development Ordinance. Motion by Miklos, seconded by Sniegowski, to adopt said ordinance. Charity Jones, Village Planner, explained the changes being proposed in the Ordinance. The Planning & Zoning Commission conducted a public hearing on the amendment on Wednesday, November 18. Their recommendation for the landscape requirement was for sod in front yards only for interior lots and sod in front and side yards for corner lots. After discussion, a roll call vote was taken on the ordinance as presented at the Committee of the Whole and this meeting requiring sod in both front and side yards: Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton; ayes. Motion passed. Ordinance 0-71-09 -Ordinance Amending Chapter 10.16 of the Lemont Municipal Code: Parking (East side only -Walker Road). Motion by Stapleton, seconded by Sniegowski, to adopt said ordinance. Roll call: Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton; ayes. Motion passed. RESOLUTIONS Resolution R-65-09 -Resolution of Commitment to the Canal Corridor Association Master Plan for the I & M Canal. Motion by Chialdikas, seconded by Miklos, to adopt said resolution. Roll call: Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton; ayes. Motion passed. VII. VILLAGE ATTORNEY REPORT VIII. VILLAGE ADMINISTRATOR REPORT On November 30 at 7:00 p.m. at the V illage Hall, representatives from all Lemont taxing bodies will present a public forum on the tax levy. Village staff has submitted our portion of the materials for the presentation that will be televised by Channel 6 TV. IX. BOARD REPORTS Virgilio Downtown Development. Trustee Virgilio mentioned the new Village website. All activities and festivals will be listed. X. STAFF REPORTS XI. UNFINISHED BUSINESS XII. NEW BUSINESS XII. EXECUTIVE SESSION Motion by Blatzer, seconded by Miklos, to move into Executive Session for the purpose of discussing personnel. Roll call: Stapleton, Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski; ayes.. Motion passed. Motion by Blatzer, seconded by Miklos, to move into Executive Session for the purpose of discussing pending litigation. Roll call: Stapleton, Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski; ayes. Motion passed. Motion by Blatzer, seconded by Miklos, to move into Executive Session for the purpose of discussing threatenediitigation. Roll call: Stapleton, Virgilio, Blatzer, Chialdikas, Miklos, Sniegowski; ayes. Motion passed. XIII. ACTION ON CLOSED SESSION ITEMS Motion by Blatzer, seconded by Stapleton, to authorize the Village President to execute a Voluntary Separation Agreement for Public Works Director Dan Fielding. Voice vote: 6 ayes. Motion passed. Motion by Chialdikas, seconded by Miklos to promote officers Michael Panush and Thad Mezyk to the level of Sergeant. Voice vote: 6 ayes. Motion passed. The Chief will make the official promotion after January 1. XIV. ADJOURNMENT There being no further business, a motion was made by Blatzer, seconded by Stapleton, to adjourn the meeting at 8:20 p.m. Voice vote: 6 ayes. Motion passed.
