Minutes VB 5-24-2010MINUTES VILLAGE BOARD MEETING May 24, 2010 The regular meeting of the Lemont Village Board was held on Monday, May 24, 2010 at 7:00 p.m., President Brian Reaves presiding. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; present. III. CONSENT AGENDA Motion by Miklos, seconded by Stapleton, to approve the following items on the consent agenda by omnibus vote: A. Approval of Minutes B. Approval of Disbursements C. Ordinance 0-30-10 -Ordinance Amending Lemont Municipal Code Chapter 5.04: Alcoholic Beverages. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. IV. MAYOR'S REPORT Mayor Reaves reported that the legislature will be returning to session this week to approve a budget which will require a super majority vote. There is much speculation. over the fate of the municipal portion of the state-shared revenue. The state is $629,000 in arrears for payments owed to the Village which is stifling our cash flow. Motion by Chialdikas, seconded by Stapleton, to approve Proclamations for Eagle Scouts Peter Morrical, Justin Rigler, and Marty Huegelmann. Voice vote: 6 ayes. Motion passed. Motion by Blatzer, seconded by Stapleton, to approve a Proclamation for Lemont resident Michael McCastland, Recipient of Firefighters Medal of Honor. Voice vote: 6 ayes. Motion passed. Motion by Blatzer, seconded by Chialdikas, to approve a Proclamation for Joseph Camodeca upon his Retirement. Voice vote: 6 ayes. Motion passed. Mayor Reaves presented service awards to Village employees for milestone anniversaries of employment. AUDIENCE PARTICIPATION -AGENDA ITEMS V. CLERK'S REPORT ORDINANCES Ordinance 0-31-10 -Ordinance Replacing Chapter 2.68 of the Lemont Municipal Code: Lemont Emergency Management Agency. Motion by Miklos, seconded by Virgilio, to adopt said ordinance. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Ordinance 0-32-10 -Ordinance Adding Chapter 3.55 to the Lemont Municipal Code: Miscellaneous Administrative Fees. Motion by Sniegowski, seconded by Miklos, to adopt said ordinance. The Village Attorney pointed out that the fee specified in the ordinance for processing bonds should be $50.00. Motion by Sniegowski, seconded by Miklos, to amend the fee to $50.00. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Roll call on the motion to approve Ordinance 0-32-10: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Ordinance 0-33-10 -Ordinance Amending Chapter 10.16 of the Lemont Municipal Code: Parking Motion by Miklos, seconded by Sniegowski, to adopt said ordinance. After discussion, a motion was made by Stapleton, seconded by Sniegowski to table the ordinance until the next meeting. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Ordinance 0-34-10 -Ordinance Amending Chapter 10.12 of the Lemont Municipal Code: Through, Stop and One-Way Streets. Motion by Stapleton, seconded by Virgilio, to adopt said ordinance. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. RESOLUTIONS Resolution R-32-10 -Resolution Authorizing the Village to Enter into a Memorandum of Understanding with Citgo Lemont Refinery for Use of the Village's Emergency operations Center. Motion by Miklos, seconded by Stapleton, to adopt said Resolution. Roll call: Miklos; Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Resolution R-33-10 -Supplemental Resolution for MFT Maintenance Material. Motion by Chialdikas, seconded by Miklos, to adopt said resolution. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. VI. VILLAGE ATTORNEY REPORT V illage Attorney Dan B londin reported that the firm's executive assistant, Joanna Pazen, was present in the audience. VII. VILLAGE ADMINISTRATOR REPORT The Police and Finance Departments will be mailing 5,000 letters this week in an attempt to reconcile vehicle sticker data. The Memorial Day observance will be held on Monday, May 31 at 11:00 a.m. at the War Memorial on Main Street. Residents are urged to take time to remember the sacrifices of our veterans. VIII. BOARD REPORTS Virgilio Downtown Development. Trustee Virgilio reported that the Historical Society is sponsoring a narrated walk in the Heritage Quarries Recreation Area on Saturday, June 5. IX. STAFF REPORTS Police The Police Chief announced that the annual Cop on Top fundraiser raised over $4,200 for special Olympics. He thanked Jeff Metz and Mike Peterson of Dunkin' Donuts for their assistance with the event. Through a grant, the Police Department has been conducting seat belt safety compliance checks. Enforcement will continue throughout the area over the Memorial Day weekend X. UNFINISHED BUSINESS XI. NEW BUSINESS XII.
