RESOLUTION AUTHORIZING EXECUTION OF A
MEMORANDUM OF UNDERSTANDING BETWEEN
VILLAGE OF LEMONT AND
CITGO LEMONT REFINERY EMERGENCY MANAGEMENT ORGANIZATION
WHEREAS, the Citgo Lemont Refinery Emergency Management Organization seeks to enter into
a Memorandum of Understanding with the Village of Lemont ; and
WHEREAS, the purpose of the Memorandum of Understanding is to provide an alternate
Emergency Operations Center (EOC) for the CITGO Lemont Refinery Emergency Management Organization
at the Village of Lemont EOC located at 14600 127th Street; and
WHEREAS, the document attached hereto as Exhibit A outlines the terms and conditions of the
Memorandum of Understanding between Citgo Lemont Refinery Emergency Management Organization and
the Village of Lemont.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES as follows:
SECTION 1: That the Village President of the Village of Lemont is hereby authorized to execute
the Memorandum of Understanding attached hereto as Exhibit A.
SECTION 2: This Resolution shall be in full force and effect from and after its passage, approval
and publication in the manner provided by law.
SECTION 3: The Village Clerk of the Village of Lemont shall certify to the adoption of this
Resolution and cause the same to be published in pamphlet form
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND DU PAGE, ILLINOIS, on this 24th

MEMORANDUM of UNDERSTANDING
BETWEEN
THE CITGO LEMONT REFINERY EMERGENCY MANGEMENT ORGANIZATION
AND THE LEMONT EMERGENCY MANAGEMENT AGENCY
SUBJECT: The use of the Lemont Emergency Management Agency Emergency Operations
Center as an alternate CITGO Lemont Refinery E.M.O. EOC
1. Purpose. Secure an alternate Emergency Operations Center (EOC) for the CITGO Lemont
Refinery Emergency Management Organization.
2. Reference. The primary CITGO Lemont Refinery EOC is located within the Administration
Building 135th Street and New Avenue Lemont, Illinois 60439. The Lemont Emergency
Management Agency is located at. 14600 127th Street Lemont, IL 60439.
3. Situation. An incident may occur at the CITGO Lemont Refinery that would prevent
Emergency Management Organization use of the primary EOC located within refinery
Administration Building. An offsite EOC will be required to support incident mitigation efforts.
4. Scope. Use the Lemont Emergency Management Agency facility to allow CITGO Lemont
Refinery E.M.O. to function in support of an ongoing incident at the refinery.
5. The Lemont Emergency Management Agency will allow the CITGO Lemont Refinery
Emergency Management Organization use of the LEMA EOC should an incident occur that
would require use of an offsite EOC. The LEMA EOC use may include site computers, printers,
wireless internet service, telephone access, and possible radio communication equipment. Use of
this facility is allowed provided the facility is not required for an ongoing incident within the
jurisdiction of the City of Romeoville. The CITGO Lemont refinery will be responsible for
supplying expendable items (paper, pens, pencils, etc.) and other needs (food, lodging, etc.) for
CITGO E.M.O. personnel.
6. This agreement will be reviewed annually and amended as needed. If amended both parties
shall authorize the amended version.
7. This agreement allows the CITGO Lemont Refinery use of the Lemont Emergency
Management Agency Emergency Operations Center as needed as a mutual aid partner. No
financial obligation has been incorporated into this agreement.
8. If the Lemont Emergency Management Agency has reason to terminate this agreement it shall
provide thirty days notice in writing prior to termination.
