SUMMARY/BACKGROUND
Two (2) bids were received on November 7, 2023, for the 2023 Sanitary Sewer Testing
project, which work includes smoke testing and dye testing of sanitary sewer per MWRDGC
specifications, Village wide.
The low bid amount was submitted by National Power Rodding Corp., in the amount of
$116,444.20.

RESOLUTION APPROVING AWARD OF CONTRACT FOR
2023 SANITARY SEWER TESTING
WHEREAS the Village of Lemont requires that the 2023 Sanitary Sewer Testing Project
be completed; and
WHEREAS, the Village seeks to utilize the services of National Power Rodding Corp. for
such work; and
WHEREAS, National Power Rodding Corp. submitted a low bid for such work in the
amount of $116,444.20.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreement attached hereto as Exhibit A is hereby approved.
SECTION 2:
The Village Administrator is hereby authorized to execute the agreement and to make
minor changes to the document prior to execution that do not materially alter the Village's
obligations, to execute any other agreements and documentation as well as to take any other steps
necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.

1. THIS AGREEMENT, made and concluded the day of between the Village of
Lemont, acting by and through the Village Administrator as the party of the first part, and
National Power Rodding Corp 2500 W Arlington St., Chicago IL 60612 his/their executors,
administrators, successors or assigns, known as the party of the second part.
2. WITNESSETH: That for and in consideration of the payments and agreements
mentioned in the Proposal hereto attached, to be made and performed by the party of the first
part and according to the terms expressed in the Bond referring to these presents, the party of
the second part agrees with said party of the first part at his/their own proper cost and
expense to do all the work, furnish all the materials and all labor necessary to complete the
work in accordance with the Plans and Specifications hereinafter described, and in full
compliance with all of the terms of this agreement and the requirements of the Engineer
under it.
3. AND, it is also understood and agreed that the Notice to Contractors, Special
Provisions, Proposal and Contract Bond hereto attached, and the Plans as prepared by
Novotny Engineering, and designated as 2023 Sanitary Sewer Testing all essential documents
of this Contract, and are a part hereto.
4. IN WITNESS WHEREOF, the said parties have executed these presents on the date
above mentioned.

Attached please find the tabulation sheet for the bid opened on November 7, 2023, for the subject project
2023 Sanitary Sewer Testing. HR Green, Inc. has verified that out of the two (2) bidder's, National Power
Rodding Corp. is the apparent qualified low bidder at $116,444.20 total for the complete project. The bids
range from the noted low bid up to $130,174.70. Our engineer's opinion of probable construction cost for
the full project was calculated as $120,539.00.
Based on the results as summarized above, we recommend National Power Rodding Corp. as the low
bidder for the total amount of $116,444.20.
